Mix eggs, oil, honey and the sugar using an electric mixer.
In a separate bowl, combine dry ingredients (flour, baking powder, baking soda and the salt.) Alternating, add flour mixture and water to the egg mixture in the bowl. Mix lightly until just smooth. Divide into 3 sheets. Bake for 20-25 minutes, or until a toothpick, inserted in the middle of the cake comes out clean.
For the frosting:Mix in the blender 1 cup dry milk, 2/3 cup of sugar,1/3 cup of boiling water, 3 tablespoons margarine. Top the torte with ground walnuts.
